Manitobans can expect their pay cheques to be a bit smaller in 2013. Going up are Canada Pension Plan rates, old age security benefits, bus passes, hydro rates, and airport departure fees. Scott Hannah, President & CEO of the Credit Counselling Society, suggests many ways Manitobans can look at reducing their expenses in order to deal with higher costs of living.
